I cant make international calls?

Its almost impossible to get a boost personal on the phone. So I have the boost mobile incognito and the person who pays the phone bill added the plan for me to call canada LAN lines for 5 dollars extra on your bill. We have the 50$ unlimited. The area code is 905 which is included in the plan so I haven;t broken any rules in that part but when i try to call my friend in canada the phone says, "You do not have enough money in your account to complete this call". We pay our bills ontime and i've checked online and everything is just. I'm getting the person to go to the store for me and handle this but I was wondering if you guys had any input on this
