How to start a punkrock band?

i have influences by old school blink 182, swingin' utters, NOFX, descendents, etc. the 90's punk rock and i want to start a band i have some friends who play bass and drums but they like metallica so they dont like to play punk so how can i start a punk rock band, how do i get those band members? i want someone who likes the same influences as me and lieks to skate do i just make posters? how can i advertise or tell people im am looking forward to start a band?
