How do i get a coffee machine and a drink bar on cafe world?

i'm level 30 and i have 20+ neighbors, and they aren't in the functionals or buildables. also, how do i make sausage deep dish pizza? it says to complete the pizza oven goals to unlock, but that's impossible because i don't have the drink bar.
